General Department of Defense SBIR/STTR:

DoD SBIR/STTR Homepage: Links to DoD SBIR/STTR solicitation, and many other related and useful program sites.

DoD SBIR Resource Center: Links to general DoD SBIR/STTR information, solicitations, award search, Help Desk, Desk Reference, Annual Reports, Fast Track, etc.

DoD SBIR/STTR Topics Search Website: A quick way to find potential topics of interest, but it's still easy to miss a good one, if you don't read the full listings.  Also see the SBIR Gateway Open Topic Search, and Closed Topics Search (historical database of previous SBIR/STTR topics and TPOCs).

DoD SBIR/STTR Awards:  Choose the Searchable database of all DoD SBIR/STTR Award Abstracts, or the List of DoD SBIR/STTR project abstracts selected for award.  A good place to start a search for DoD SBIR/STTR awards, but usually not as up-to-date as award search databases for some of the DoD Components (e.g. Air Force, Army, and Navy SBIR/STTR award databases listed below).

SITIS Quick-Scan: After the "Blackout Date" when you can no longer talk to the listed Technical Point of Contact, questions may be submitted through the SBIR/STTR Interactive Topic Information System (SITIS).  Look for questions or updated information about your selected topic at this site.

DTIC SBIR Resources: Defense Technical Information Center online information and links for DoD technical Reports and other information highly relevant to DoD SBIR/STTR proposers.

AKSS: AT&L (Acquisition, Technology & Logistics) Knowledge Sharing System - replaced the Defense Acquisition Deskbook (DAD).  Management of the Deskbook moved from the Joint Program Office (JPO) at Wright Patterson AFB to the Defense Acquisition University (DAU) at Ft. Belvoir, VA.

DCAA Information for Contractors:  PDF information pamphlet from the Defense Contracts Audit Agency.

DCAA: Defense Contracts Audit Agency.  If you win a DoD Phase II award, you will be audited.  Be sure your accounting system is up to spec.

CCR: Central Contractor Registration - required for all DoD SBIR/STTR award recipients.

DUNS Number: A Dun and Bradstreet Data Universal Numbering System (DUNS) number is now required when applying for a Federal grant or cooperative agreement, and must be included on the cover page of your SBIR/STTR proposal.  You may also obtain a number at no cost by calling toll-free 1-866-705-5711.

Air Force SBIR/STTR:

Air Force SBIR/STTR Virtual Shopping Mall: Links to news about Air Force SBIR/STTR programs, contacts, success stories, upcoming solicitations, etc.  See "AF SBIR/STTR Topic Pre-Release" for previews of upcoming Air Force topics, several months before they appear on the DoD topic release.

Air Force SBIR Home:  Links to Air Force Research Lab (AFRL) Technology Directorates, Air Force Technology Transfer, AFRL Technology Horizons online magazine, SBIR database, etc.

AFOSR Information for STTR/SBIR Contractors: Air Force Office of Scientific Research provides very useful set of links for Central Contractor Registration, Online Report Submission, AF Phase II Proposal Instructions, and much more.

AFOSR STTR Program: AFOSR has no SBIR program, but is responsible for scientific oversight and program execution of Air Force STTR program.

AFRL/IF SBIR/STTR Program: Good collection of informative links, many focused exclusively on the Air Force Research Lab Information Directorate,  Rome (NY) Research Site.

AFRL/ML SBIR/STTR Program: Helpful Links and information, focused on the Air Force Research Lab Materials & Manufacturing Directorate.

 

Army SBIR/STTR:

Army SBIR/STTR Program: Site for the Army's SBIR, and STTR programs, including CBD (Chem/Bio Defense) SBIR program, managed by the Army SBIR program.

Army Development Test Command:  the Army's premier organization for conducting developmental testing of weapons and equipment.  

Army SBIR Related Links:  Numerous helpful links for planning and networking in preparation of SBIR success.  Be sure to check the Army Acquisition Programs, such as PEO (Program Executive Office) Soldier, and PEO Combat Support & Combat Service Support.  Knowing the appropriate PEOs is often critical to successful SBIR transition.

Army SBIR Process & Schedule: The Army participates in only one SBIR solicitaion (the .2, or summer solicitation) each year, and has one due date for all Phase II proposals (in April).  You need to know the process and deadlines to have any chance of succeeding.  The Army STTR Process and Deadlines are distinct.

CBD SBIR:

CBD SBIR: Chemical and Biological Defense SBIR Program. Managed by the Army SBIR program.

JPEO-CBD: The Joint Program Executive Office for Chemical and Biological Defense.  Anyone working in the area of Chem/Bio Defense needs to review the information and links on this page.

Counterproliferation Reports (CP), Chemical and Biological Defense Reports (CBD), and more, from the Office of the Special Assistant, Chemical & Biological Defense and Chemical Demilitarization Programs.

CBIAC: The Chemical & Biological Information Analysis Center, operated by Battelle Memorial Institute, is a full service DoD Information Analysis Center (IAC) under contract to the Office of the Secretary of Defense (OSD), Director of Defense Research and Engineering (DDR&E) and administratively managed by the Defense Technical Information Center (DTIC) under the DoD IAC Program Office. The CBIAC serves as the focal point for DoD CBD scientific and technical information. It provides services to DoD organizations, other government groups, and their approved contractors.

CBIRF: The Chemical Biological Incident Response Force (CBIRF), 4th Marine Expeditionary Brigade (Anti-Terrorism), located on the Naval Surface Warfare Center (NSWC), Indian Head, Maryland.   The mission of CBIRF is to forward deploy and/or respond to a credible threat of a Chemical, Biological, Radiological, Nuclear, or High Yield explosive (CBRNE) incident in order to assist local, state, or federal agencies and Unified Combat Commanders in the conduct of consequence management operations by providing capabilities for agent detection and identification; casualty search, rescue, and personnel decontamination; and emergency medical care and stabilization of contaminated personnel.

DTRA CBD:  The Defense Threat Reduction Agency's Chemical and Biological Technologies Directorate manages and integrates all DoD chemical and biological science and technology efforts and performs program financial management functions. See their Programs.

Center for Nonproliferation Studies (CNS): At the Monterey Institute of International Studies, provides information and analysis to combat the spread of weapons of mass destruction.

DARPA SBIR/STTR:

DARPA SBIR/STTR Support Center: Full set of links for DARPA SBIR and STTR program overview, recent awards, Phase II instructions, etc.

DARPA Programs: DARPA's SBIR/STTR solicitation topics support larger DARPA programs.  Find out what they're doing in order to better focus your proposal.

DTRA SBIR:

DTRA SBIR: Useful information and links for the Defense Threat Reduction Agency's (DTRA) small SBIR program. 

DTRA FY05 Phase I Awards:  For FY2003, DTRA reported just 7 Phase I SBIR awards out of 194 proposals received, making its 3.6% award rate the lowest of any DoD Component.  For FY2005, 22 DTRA Phase I awards are listed, 3X the number from FY03, indicating a likely improvement in the DTRA SBIR award rate.

MDA SBIR/STTR:

MDA SBIR/STTR Home: Links and information on the Missile Defense Agency SBIR/STTR programs, solicitations, awards, etc.

MDA Technology Applications Program: Links and information about MDA technology successes, MDA Commercialization Guide, BAAs (Broad Agency Announcements), MDA Technology Readiness Checklist, etc.

MDALINK: Official website of the Missile Defense Agency.  If you are proposing to MDA, you need to review their briefings on the program, applications, and technologies.

Navy SBIR/STTR:

Navy SBIR/STTR Bulletin Board: Information about the Navy's SBIR/STTR program, Points of Contact, Phase II Instructions, Transition Assistance Program (TAP), and Transitions newsletter. 

Navy SBIR/STTR Database: Searchable database with the most up-to-date detailed information on Navy SBIR/STTR awards.

NAVAIR SBIR: Excellent source of information on all aspects of the NAVAIR SBIR Program, much of which is relevant to other Navy and DoD SBIR/STTR programs, such as How to Submit Payment Requests, Phase I Kick-off Meeting Checklist, the NAVAIR Phase II Selection Process, NAVAIR Phase III information, and much more.

ONR SBIR:  A good description of how ONR (and most of the Navy) conducts their SBIR program.  Includes Representations & Certifications.

Navy TAP: The Navy Transition Assistance Program is run by Dawnbreaker, and provides critical information and contacts for Navy SBIR/STTR awardees, for transition into Navy Acquisition programs.

Navy Opportunity Forum: An event that showcases numerous technologies developed by Navy SBIR/STTR awardees, giving the small businesses opportunities to present to and meet with Navy Acquisition Program Managers and Prime Contractors, greatly increasing their opportunities for future Transition to Defense acquisition programs, or other commercialization success.  For the 2005 Navy Opportunity Forum (May 2-4), 146 technologies from 128 Navy SBIR Phase II awadees were presented.

NGA SBIR:

NGA SBIR: The National Geospatial-intelligence Agency (formerly NIMA - National Imagery and Mapping Agency).  Note that in FY03, NGA (NIMA) reported just 2 Phase I SBIR awards out of 49 proposals - a 4% award rate.  For FY04, NGA again reported just 2 Phase I awards, indicating their award rate has likely not improved.  The overall DoD SBIR award rate was 15.2% for FY04.  There was just one (1) NGA SBIR topic in both the 2005.1 and 2006.1 DoD SBIR solicitations. 

OSD SBIR:

OSD: The Office of the Secretary of Defense (OSD) is the principal staff element of the Secretary of Defense in the exercise of policy development, planning, resource management, fiscal, and program evaluation responsibilities.   OSD manages SBIR/STTR topics that have broad impact across the Defense Services.

DUSD (S&T): Office of the Deputy Undersecretary of Defense (Science & Technology)

 

SOCOM SBIR:

SOCOM SBIR: The U.S. Special Operations Command SBIR program is geared towards providing U.S. Special Forces with new technology they need ASAP. They encourage shorter development schedules and lower costs than other DoD Components, with little emphasis on the work being cutting-edge R&D, or having highly published Ph.D.s on the team.  They need the technology, and they want it "now."

Transition Assistance Programs

Defense Transition (from laboratory R&D to Defense procurement programs) is the ultimate goal of all DoD SBIR programs, but it's a goal that is often hard to reach, and where the pathway may often be difficult even to define. A number of different programs have been instituted by Congress and the Defense Department to help with various aspects of improving or speeding up Transition of critically-needed technologies. Some of the following may be applicable in appropriate circumstances.

Office of Technology Transition (OTT)

Under the Director, Defense Reserch & Engineering (DDR&E), Deputy Under Secretary of Defense, Advanced Systems & Concepts (DUSD AS&C), OTT is responsible for formulating policies, and establishing and managing programs that transition advanced technologies from R&D to the weapons systems in an affordable manner.  OTT also has a mandate to assist in commercialization of Defense technologies.  Programs managed by OTT include:

ManTech – Department of Defense Manufacturing Technology Program

With FY04 funding of $256 million, ManTech's purpose is to mature and validate emerging manufacturing technologies to facilitate production of new affordable and sustainable technologies.  ManTech Programs for each of the Services are:

Defense Production Act Title III Program

With FY04 funding of $78 million, Title III's purpose is to create, maintain, modernize or expand the productive capacities of domestic sources for critical components, technology items and industrial resources essential for national defense.

Technology Transition Initiative (TTI)

With FY07 funding of ~$29 million, the purpose of TTI is to facilitate the rapid transition of new technologies from DoD science and technology programs into acquisition programs. In FY07, appoximately 19 new starts are anticipated, with expectations of at at least 14 transitioning to the Warfighter.

Dual Use Science & Technology (DUS&T)

The purpose of the Dual Use Science & Technology program was to partner with industry to jointly fund the development of dual use technologies needed to maintain our technological superiority on the battlefield and for industry to remain competitive in the marketplace.  The program currently has no DoD funding.

Independent Research & Development (IR&D)

The IR&D database is designed to promote the exchange of information about IR&D projects and Defense technological needs between the DOD and defense contractors. While no funding is available through the IR&D program, companies may submit information about their own internally-funded IR&D projects to make them available to DoD planners seeking information when developing new programs.  Information is maintained at a secure DTIC database accessible only to authorized U. S. Government scientists, engineers and researchers.   Defense industry contractors are strongly encouraged to provide IR&D project descriptions to DTIC for inclusion in the IR&D database to make DoD aware of technical expertise in areas of DoD interest with in the DoD contractor community.

Other OTT programs include North American Technology and Industrial Base Organization (NATIBO), Technology Transfer (see TechTRANSIT), TechLink, and the DoD Small Business Innovation Research (SBIR) program.

Additional Technology Transition Programs under OSD

The OSD Comparative Testing Office (CTO) oversees two innovative programs that facilitate the rapid fielding of equipment/technologies to the warfighter:
   - Defense Acquisition Challenge (DAC) Program
   - Foreign Comparative Testing (FCT) Program

Advanced Concept/ Joint Capability Technology Demonstrations (AC/JCTD) is meant to expedite the transition of maturing technologies from the developers to the users by having military operators and users test technology prototypes.  FY04 funding for this program was $223 million. 

The Quick Reaction Fund is to identify and and rapidly field-test promising new technologies within DoD's budget execution years.  FY07 funding is ~$29 million. 

Some DoD Component SBIR programs have also instituted Technology Transition assistance programs to help companies transition their SBIR technologies into Defense and other procurement programs.  Foremost among these at this time are the Navy TAP (Transition Assistance Program), along with the Navy Opportunity Forum.  MDA has also instituted a Technology Application program.  These programs are included in the Component SBIR program links above.  A recent addition to DoD SBIR Transition assistance programs was the National DoD SBIR Phase II Conference: "Beyond Phase II: Ready for Transition to Commercialization" held in San Diego, July 11 - 14, 2005.  Similar conferences are to be expected on an annual basis, with the next one tentatively in Washington, DC in January 2007.

Other DoD & Federal Funding Opportunities

Remember that DoD SBIR and STTR is just 2.8% of the Defense R&D funding available.  BAAs (Broad Agency Announcements), RFPs (Requests For Proposals) and other funding opportunities are available, and need to be considered seriously by any companies planning to become successful Defense contractors (as any serious DoD SBIR contender should be planning).

PTACs (Procurement Technical Assistance Centers) are located in almost every state, and administered and funded by the Defense Logistics Agency to assist companies with any type of government procurement activities.  Most PTACs can also provide support with Bid Match, a low-cost automated system that searches new federal, state, and local government contracting opportunities on a daily basis, and delivers matching opportunities to your e-mail inbox.

Grants.gov is a federally sponsored website that allows organizations to electronically find and apply for competitive grant opportunities from all Federal grant-making agencies.  You can also subscribe to receive email notifications of new grant postings from FedGrants.gov.  Some SBIR agencies are transitioning to electronic submission of SBIR proposals throgh Grants.gov.

FedBizOpps.gov (FBO) is the single government point-of-entry (GPE) for Federal government procurement opportunities over $25,000. Commercial firms seeking Federal markets for their products and services can search, monitor and retrieve opportunities solicited by the entire Federal contracting community. With the Vendor Notification Service, companies can sign up for the free Electronic Posting Service (EPS) for regular notification of federal contracting opportunities based upon your selected criteria.

The DoD Mentor-Protégé Program assists small businesses (Protégés) to successfully compete for prime contract and subcontract awards by partnering with large companies (Mentors) under individual, project-based Agreements.  Candidate Protégés must be a certified small disadvantaged business (SDB) or other qualified entity, and have a willing counterpart Mentor firm, which must have at least one active subcontracting plan and is eligible for federal contracts.

Also consider joining an organization such as NDIA - National Defense Industrial Association, which can provide tremendous resources in terms of networking, meetings, education, training, advocacy and more.
