NIH Announcement: SBIR Electronic Submission

Below is a message originally sent by Jo Anne Goodnight, the Acting Director for the NIH Office of Extramural Programs.  The message is regarding the electronic submission of NIH proposals and the eventual electronic submission to all participating agencies.  Please read carefully.  (The US Department of Health and Human Services (NIH) is proud to be the managing partner for Grants.gov, an initiative that will have an unparalleled impact on the grant community.)

Dear Small Business Research Community,

Months of diligent work behind the scenes are going to culminate in a big day for the National Institutes of Health on Dec. 1, 2005, when all Small Business Innovation Research/ Small Business Technology Transfer (SBIR/STTR) grant applications will be required to come in electronically via Grants.gov. This milestone will mark the beginning of a momentous change in the way NIH has traditionally received grant applications - one by one, all competing grant mechanisms will gradually transition from being received on paper to being received electronically.

Hopefully by now, you have followed the requisite registration steps in Grants.gov (http://www.grants.gov/GetStarted) and the eRA Commons (https://commons.era.nih.gov/commons/). It can take several weeks to complete some of these steps, so I strongly encourage you to register now if you have not done so already.

I know that many of you have been waiting anxiously for the funding opportunity announcement in Grants.gov and you have been eager to see the new SF424 (R&R) application package and application guide that will be posted in Grants.gov on/around October 17th. 

To allow you an opportunity to review and become familiar with the forms and the instructions, we have created a Web site (http://grants.nih.gov/grants/funding/424/index.htm) that provides preview versions of the application guides and practice application packages for preparing your application. Please note that the material that used to be three separate sections of the PHS 398 have been combined into a single document. (Be forewarned it's large because we have included screen shots of the form pages!)

NOTE: The guides are not yet final and the application packages are for practice only and not to be used to submit any applications. When a funding opportunity announcement (FOA) is posted, it will have an SF424 (R&R) application package that has been populated for the specific FOA. You will use that application package to apply for the opportunity.
