Currently Available SBIR/STTR Solicitations and Topics:
1. Most contracting agencies (DoD, HSARPA, DOC, NASA, DOT and EPA) prohibit discussions with Technical Representatives (a.k.a. TPOCs, or Technical Points of Contact) once the solicitation has officially opened. DoD and HSARPA have instituted a pre-release period where “tentative” topics are posted, and potential proposers may contact the listed TPOCs until the solicitation officially opens. Most grant-making agencies (e.g. NSF, NIH, USDA) allow and encourage contact with the agency Program Managers at any time.
2. NIH Due Dates for non-AIDS-related Grants. Due Dates for AIDS-related Grant Applications are 5/1/07, 9/1/07 and 1/2/08. Also see NIH, CDC, & FDA Special Announcements, and NIH, CDC Contracts (PHS 2007-1).
3. NIH periodically announces special Program Announcements (PAs) and Requests for Applications (RFAs) relevant to Small Businesses. Interested companies should register at the NIH Listserve to sign up for weekly e-mail of new announcements and opportunities http://grants.nih.gov/grants/guide/listserv.htm.
4. Note: NIH SBIR/STTR grant applicants are now required to submit applications online to the NIH through Grants.gov (http://www.grants.gov/) using the SF424 Research and Research Related (R&R) form as of the December 1, 2005, submission date. See NIH notice on electronic submission (Oct. 27, 2005). In addition, applicant organizations must also complete a one-time, two-step NIH eRA Commons registration. Upcoming SBIR/STTR Solicitations:
5. Estimated solicitation dates based upon last annual solicitation.
6. The Air Force has posted tentative topics for upcoming SBIR solicitations, and the annual STTR solicitation, up to several months prior to the standard DoD posting date, at the “Air Force SBIR/STTR Virtual Shopping Mall” http://www.sbirsttrmall.com/ . Most Air Force SBIR topics for the year will be included in the 2007.1 solicitation, and approximately 357 draft topics were posted at this site. These have now been removed, pending release of all DoD topics on Nov. 6. It is not yet clear if the Air Force will continue their very helpful practice of early draft posting.
7. Proposals to NSF topics may be submitted as either SBIR or STTR, as appropriate (STTR requires a minimum 30% of work to be done by a collaborating Research Institution). For the current solicitation, the Phase I STTR award limit has been raised to $150K, while the SBIR limit remains $100K. The Principal Investigator (PI) for NSF SBIR and STTR must be primarily employed by the Small Business. See solicitation for full details.
8. Important Notice: Registration at Grants.gov is now required prior to DOE (and most other agency) SBIR/STTR submission. This process may require AT LEAST 3 weeks to complete (longer in some cases). You may also need to request a DUNS number, and to register with the Central Contract Registry (CCR). If you have not already done so, you should begin this process IMMEDIATELY.
Note: An excellent source for information, news, and links regarding SBIR/STTR programs is the SBIR Gateway (www.zyn.com/sbir). The site has a very useful search engine for Open SBIR/STTR Solicitation Topics, which can help you more rapidly find appropriate topics and agencies (be aware that selecting appropriate keywords for searching, especially for agencies with broad topic areas such as NIH, can be tricky). The search engine for Closed SBIR/STTR Solicitation Topics can help you find which agencies have had related topics in the past (and may have similar topics again), and should be a starting point for finding related work for past SBIR/STTR awards.
The SBIR/STTR Alerting Service is a free service that provides bi-weekly notification of SBIR and STTR solicitation announcements, news and information, and Internet resources relevant to the SBIR/STTR programs. This service is provided by the Economic Development Office of Pacific Northwest National Laboratory (PNNL). The SBA (U.S. Small Business Administration) is the coordinating agency for the SBIR and STTR programs, ostensibly directing the 11 agencies' participation in the SBIR program (and 5 agencies participating in STTR), reviewing their progress, and reporting annually to Congress on its operation. The SBA Office of Technology provides information about SBIR and STTR, including state award statistics and rankings, and the SBIR Policy Directive. The SBA's TECH-Net website has a searchable database of SBIR/STTR awards (not always as up-to-date as some specific agency websites).
